
New Zealand winter temperatures are mild compared to Canada - Wellington's July average low is 6°C, Christchurch's is 2°C. The problem is indoors.
New Zealand's rental housing stock was built across an era when thermal insulation was minimal. The Healthy Homes Standards, mandatory for all rentals from July 2024, require landlords to provide a fixed heating device capable of maintaining 18°C in the main living area, plus minimum ceiling and underfloor insulation values.
Many properties meet the Standards' minimum requirements but remain cold by Canadian standards. A property with compliant ceiling insulation, single-glazed windows, and no underfloor insulation runs 8°C to 12°C indoors in Wellington winter with no heating active. The damp cold of a NZ winter feels colder than dry -15°C in Calgary because the body loses heat faster in damp conditions.
Before signing a lease, ask: What is the heating source, what is the insulation rating, is there double glazing, and what is the average winter electricity bill at the property.
Rent is advertised per week, not per month. To convert: multiply weekly rent by 52, divide by 12. A $600 pw rent equals $2,600 per month.
The bond is a security deposit of up to 4 weeks' rent, lodged with Tenancy Services NZ - a government agency - not held by the landlord. The landlord must lodge the bond within 23 working days of receipt. This is a meaningful tenant protection: a landlord cannot withhold a bond without the Tenancy Tribunal's authorisation.
Fixed-term tenancies cannot be terminated before the end date without mutual agreement or specific grounds. Periodic tenancies can be ended by the tenant with 28 days' notice, and by the landlord with 63 to 90 days' notice. Applications to the Tenancy Tribunal cost NZD $20.44.

Before buying any property built between 1992 and 2006, commission an independent building inspection from a New Zealand Institute of Building Surveyors (NZIBS) member. This is the leaky building era - properties with monolithic cladding and no cavity drainage may have latent structural moisture damage. The LIM report from the local council shows outstanding consents and weathertightness-related notices.
A property without a code compliance certificate (CCC) for any addition or renovation is a significant red flag.
